| 摘 要： | 网络环境是社会和谐系统的有机构成之一.网络是一把"双刃剑",网络的负面效应危害着社会和谐,网络犯罪是社会和谐的大敌.必须从构建和谐社会的战略高度维护网络安全,净化网络环境.网络的和谐既要靠法律,又要靠道德;必须坚持"依法治网"与"以德治网"并举,加强依法管理,加快安全技术研发,形成一套综合治理对策.

| Abstract: | Network is an organic part of the harmonious society and it is a biconditional sword.The kickback of networks is damaging the harmonious society.We should safeguard the network security and purify the networks from the view of building the harmonious society.At the same time,we should stick to manage the networks according to law and accelerate the development of network technology for forming a serial of synthetical countermeasures. |
