| 摘 要： | 《中华人民共和国公务员法》的出台,标志着我国吏治建设实现了从人治向法治的根本转变。《公务员法》在界定公务员范围、职务与级别、惩戒、义务与权利、工资、离职从业限制等方面与《国家公务员暂行条例》有明显改进,但也存在立法技术缺陷等不足。

| Abstract: | The publication of Civil Servant Law of P.R.China symbolizes the significant conversion that the officials' management was ruled by individuals previously but now by law. Civil Servant Law of P.R.China has some distinctive improvements in the civil servants' range, post, rank, punishment, obligation and right, salary, retirement and some restrictions, compared with former National Civil Servant Temporary Regulation. But the law also has some shortcomings such as in legislative skill. |
