论RTAs与多边贸易体制的共存关系

RTAs的猛增对多边贸易体制形成了很大冲击,近来,不管是一些国际组织和国家的官员还是各国的学者们都在不同场合表达了他们对RTAs迅猛发展的担忧.但是应该看到,多边贸易合作促成了区域性贸易组织的形成与扩张,而后者也是世界多边贸易体制发展中的必经阶段,对贸易自由化的发展有弊但更有利.从可预见的现实阶段来看,两者之间不是相互替代而是共存的关系.有鉴于此,世界贸易组织为了实现自己的目标,应该积极地与自己重要的成员方进行合作,对RTAs组织进行适当的规制,把区域贸易运行给多边贸易体制带来的积极影响最大化、消极影响最小化.

On the Co -existent Relation between the RTAs and the Multilateral Trading System

The sharp increase of the RTAs has given great impact on the Multilateral Trading System.In recent years,not only officials of international organizations or some countries but also scholars from each country all expressed their worries about the fast development of the RTAs in different occasions.However,it should be noticed that multilateral trade cooperation has caused the regional trade organizations to come into being and expand,which is also a stage that the world's multilateral trading system development must go through,and that will harm but will be more favorable for the development of trade liberalization.From the foreseeable stage,the RTAs and the multilateral trading system are not mutually alternative but coexistent.So in order to reach its goal,WTO should actively cooperate with the members of his side,regulate the RTAs organizations appropriately and maximize the positive impacts and minimize the negative impacts brought by regional trade operations to the multilateral trading system.
