| 摘 要： | 侦查程序是整个刑事诉讼程序中最重要的阶段。侦查权行使不当或者滥用容易侵犯公民权利。如何构建一种能制约侦查权力,避免侦查权行使的无序和恣意妄为,以确保公民个人权利的侦查模式,就成为现代侦查制度的主要课题。
