| Abstract: | Having explored Jiang Ze-min's view on skilled personnel,the author holds that competition in aggregate national strength and in scientific and technological strength is competition in talented people in essence."Human resources are primary resources".The optimum period for scientific and technological invention is in youth, and the world belongs to "glorious youth",so we should attach importance to young skilled personnel and make efforts to establish a mechanism under which it is possible for outstanding people to grow up and come to the fore. |
