协调利益关系：加强和创新社会管理的首要任务

利益关系是“社会关系的本质”，是一切社会关系产生、发展和变化的根源。利益关系不协调，收入分配关系失范，是深化改革开放中产生各种社会矛盾的主要原因。因此，适应利益格局的深刻变化，从利益分配、利益表达、冲突解决等方面，协调各种利益诉求，统筹兼顾各方面关切，既是协调优化社会关系、加强和创新社会管理的重要突破口，也应该成为构建社会主义和谐社会的重要途径。当前，协调各方面利益关系关键在于建立健全和完善各种社会机制：一是建立健全和完善科学有效的社会利益协调机制；二是建立健全和完善人民群众利益诉求的表达机制；三是建立健全和完善有利于扩大中等收入群体的利益分配机制；四是加大收入分配关系调整力度，建立健全和完善多层次的收入分配机制。

To Harmonize Interest Relations:the Principal Task for Strengthening and Innovating Social Management

Interest relation is the "essence of social relations",being the foundation of the generation,development and variation of all social relations.Unbalanced interest relation and anomalous relation in income distribution are the major causes of social contradictions coming out in the process of deepening reform and opening-up.Therefore,as a response to the great changes of the interest pattern,coordinating interest appeals and making overall plans and approriately consider the concerns of all parties interested from the aspects of interest distribution,interest expression and conflict solving is not only a cut-in point for optimizing the social relations and improving social management,but also becomes an important way for building the socialist harmonious society.At present,to coordinate interest relations we must do well the following jobs: the first is to set up and improve the social interest coordinating mechanism,the second is to set up and improve the people’s interest expression mechanism,the third is to set up and improve the interest distribution mechanism favorable for enlarging the medium-income group,and the fourth is to better adjust income distribution and set up the multi-level income distribution mechanism.
