The economic relations and labor relations have become more and more complex with each passing day, and the intrinsic structure and distribution state of the contingent of workers have changed greatly. In order to carry out the work guiding principle of "Go into action, firmly safeguard rights of workers" in the new stage, the limitation of recruitment system and establishment of trade unions should be broken through. And trade unions ought to bring forth new ideas in the form of organization.
