北京卫星城发展的问题与对策研究

党的十六大报告提出，要逐步提高城镇化水平，走中国特色的城镇化道路。对于北京市来说，加快京郊卫星城建设，促进城乡一体化，是缩小城乡差距，缓解城市中心区人口压力，实现产业链深度整合，提高城市竞争力的一个非常重要的战略。为此，北京市总体规划确立的城镇体系布局，是建立市区、卫星城、中心镇和建制镇的四级城镇体系。本对北京卫星城发展中存在的问题进行了分析，并提出加快发展卫星城的政策。

The Problems and Countermeasures of Development of Beijing Satellite Town

As for the Beijing city, to speed up the construction of satellite towns and to boost the integration of city and countryside are a very important strategy of narrowing the gap between city and countryside, alleviating the population pressure of downtown, deeply integrating the industrial chain and enhancing the city' s competitiveness. Therefore, according to Beijing' s general planning, the arrangement of city - and - town system is to establish a system of four levels, namely, downtown, satellite town, central town and town. The paper also proposes the policy of accelerating the development of satellite towns.
