对发展陕西中小企业集群的建议

企业集群具有许多优势。我国东部地区的中小企业集群发展迅速,对其经济增长做出了巨大的贡献。陕西中小企业集群发展缓慢,存在四个方面的问题。对发展陕西中小企业集群的建议是:放松管制,加快市场化改革和制度创新;以资源为依托,培育具有竞争优势的中小企业集群;以大企业带动中小企业发展;发挥地方政府在中小企业集群发展中的作用。

The suggestions of developing medium and small-sized businesses in Shaanxi province

The Corporations could be of a great many advantages by their aggregation. In the East China, the small and medium-sized enterprises have been aggregated fast, which contributes a lot to the economy development. However, the aggregation of the small and medium-sized businesses in Shannxi grows slowly because of four problems. Therefore, there are four measures are suggested: (1) loosen the control and make fast the economized reform and the innovation of the management system; (2) based on the resources, develop the aggregation of advantageously competitive small and medium-sized businesses;(3)promote the development of the small and medium-sized businesses by big enterprises; (4) the local governments should play an important role in the development the aggregation of the small and medium-sized businesses.
