| 摘 要： | 农村党的基层组织是社会主义新农村建设的组织保障,皖北各地围绕社会主义新农村建设采取提高基层党员素质、完善基层民主自治等措施有效发挥了党的基层组织在社会主义新农村建设中作用,但在带领群众发展经济、推进农民自治和促进精神文明建设等方面都存在许多亟待解决的问题。
