进一步推进浦东综合配套改革中的政府职能转变

在中国的语境下,由于市场质量提升和社会组织成长的渐进性,政府职能转变的任务不可能毕其功于一役。作为浦东综合配套改革的核心内容,政府职能转变尽管取得了很大的成绩,但它仍然是一个未竟的话题,需要在十二五期间继续着力推进。在下一步改革中,可考虑以下5个方面:(1)为了形成改革的整体合力,需要在加大政府内整合力度的基础上,进一步完善部市、市区(新区)合作机制;(2)为了提升市场质量,要围绕已在浦东集聚的市场要素和已建立的市场体系,通过进一步的制度创新和政策支持,降低市场主体的交易费用;(3)为了发展社会组织、培育政府职能转变的承接主体,要进一步完善、细化促进社会组织发育和成长的有关制度安排,剥离事业单位的行政属性和营利属性,进一步推进事业单位改革;(4)要推进行政审批制度改革的体制创新,通过高位协调来保证行政审批改革的权威性和有效性,建立健全行政审批对象有效参与、监督行政审批行为的制度安排;(5)进一步探索、反思政府提供公共服务的方式,形成公共服务的多元供给格局。
