| 摘 要： | 本文通过对政策文件、队伍配备、考核指标和政策协调等制度化——非制度化框架的分析,发现男女平等是基本国策中制度化保障程度较差的,这导致了男女平等基本国策往往成为一种"口号"型政策。文章结合国内外经验,提出了完善男女平等基本国策实施机制的政策建议:国策上位、保障健全。
