当代中国的公共行政话语建构面临着现代主义和后现代主义公共行政理论话语的冲击,使得中国政府的公共行政职能实践不断变革,从而走出前现代性的政治统治职能,走向现代主义的公共管理和后现代主义的治理服务职能。此种变革,揭示出公共行政的内在逻辑指向—“—和谐社会”。

Harmonious Society: The Value Orientation of Public Administration and Change Logic

Confronted with the impacts of world-wide modernist and post-modernist public administration practices, the Chinese governments must conduct some necessary reforms on its public administration functions from the following three aspects so as to construct a solid foundation for its socialist harmonious society: reforming the pre-modernist mixed public power mechanism; holding on and making perfect the good-governance and constitutional-governance; fostering the spirit of public administration and civil society.
