城市群体性事件产生的症结及思考

积极预防和妥善处置群体性事件 ,事关社会稳定和经济发展 ,任务艰巨 ,意义重大。当前产生群体性事件的症结 :1、企业改制中下岗人员和困难群体继续增加 ;2、劳动力就业形势严峻 ;3、社会保障制度滞后 ;4、以矿兴市 (镇 )的城镇有的面临资源枯竭。措施 :1、大力发展中小型企业和民营企业 ,努力扩大就业 ;2、建立健全社会保障体系 ,及时化解社会矛盾 ;3、未雨绸缪 ,为我省以矿兴市的城镇找出路 ,使维稳工作做到防范于未然。

Causes and Considerations for Group Incidents in the City

Active prevention and reduction of high frequency incidents is closely related to social stability and economic development,and has significant impact on society. Some of the causes of such incidents include: the reform of business enterprises has resulted in layoffs and an increase in the number of poor people;finding new employment is difficult;the social welfare system cannot keep pace with demand;and resources of some towns are being exhausted. The countermeasures to solve the above problems include the following: develop mid- or small-scale enterprises or enterprises run by individuals to increase the number of jobs and employment opportunities;improve the social welfare system to meet social needs in a timely manner;and create new forms of development for towns,centered on mines( ),to prevent group incidents.
