实施社区警务战略若干问题的思考

为组织引导广大基层民警深入有效地开展社区警务建设,当前应考虑和解决以下三个问题:一是认识问题,包括正确认识社区民警和责任区民警、社区警务与公安派出所基础工作的关系,社区警务基本理论与基本特征,社区警务战略与目标,社区警务规范化管理与公安派出所队伍建设等;二是具体工作指导问题,必须从传承、借鉴、整改、创新四个方面着手;三是当前需要解决和理顺的问题有:警力配置、社区警务室建设、公安派出所与有关警种和有关部门的关系等。

Thought on Several Problems about Implementing Strategy of Community Policing

In order to organize and lead numerous basic-level police to implement the construction of community policing extensively and effectively,the following three problems should be considered and re-solved:1.Problem of recognition:to make clear the relation between community police and regional-duty po-lice,between community policing and basic work of local police stations,to make clear the basic theory and characteristics of community policing,to standardize the community policing administration and to construct local police stations.2.Problem of concrete work guideline for it.We should set about from four aspects of inheriting,using the other's experience for reference,revising and making innovation.3.Problem that should be resolved and arranged smoothly:the disposition of police forces,the construction of community police's guardroom,and the relations between local police stations and other relative police and departments.
