公共选择理论视野下的异地高考政策

本文从公共选择理论的视角,对异地高考政策执行过程中各主体利益诉求及策略选择进行探讨,发现各主体间存在着较强的制衡关系。基于各主体的均衡策略,提出两点对策建议:第一,综合改革,稳步推进,逐步放开异地高考。第二,制定治本之策,改革捆绑着教育权利和教育资源的户籍制度,实现教育资源均衡分配。

Off-site Entrance Examination Policy Analysis under the Public Choice Theory

In this paper,from the perspective of public choice theory,to explore the aspirations and strategic choices of the main interests of the off-site college entrance process of policy implementation and found that there is a strong relationship of checks and balances among the main.This article is based on the main balancing strategy,to put forward two suggestions： First,comprehensive reform,steadily push forward,gradually release the off-site entrance.Second,to develop a fundamental policy reforms tied the household registration system of the right to education and resources to achieve the balanced distribution of educational resources.
