经济发达镇行政管理体制改革的实践与思考

行政体制改革是党的十八大再次强调深化的一项重要改革。但传统的乡镇行政管理体制使经济发达镇长期处于责大权小、"人大衣小"、"脚大鞋小"的尴尬境地,严重制约了经济发达镇自身的建设与发展。因此,经济发达镇行政管理体制改革应在试点基础上,进一步从城市规划、机构改革、关系理顺、政策配套方面加大改革力度,为经济发达镇健康、有序、快速发展创造良好环境。

Practice and Thinking about Administrative System Reform of Economy Developed Town

The reform of the administrative system is emphasized in 18th CPC National Congress. Developed town is in awkward position in conventional administration system that responsibility and authority not correspond to restraining their growth. So the reform of administrative system in economy developed town should base on reform pilot, deepen reform from urban plan, institutional restructuring, straighten out the relations and corresponding policies to create a favorable environment for grow healthily and rapidly in developed town.
