| 摘 要： | 效能的好坏在很大程度上取决于投入成本的高低.因此,建设效能机关,要从建设节约型政府入手.该文从当前政府机关资源浪费现状、政府机关资源浪费问题分析以及建设节约型机关应采取的措施等三个方面,阐述了建设节约型机关要从有形的硬件(机关日常用度)和无形的软件(节约的刚性制度和减少政策失误)着手,堵住机关的浪费漏洞和制约住机关的浪费行为.
