论我国适度普惠型社会福利模式的构建

中共十六届六中全会提出了“逐步建立覆盖城乡居民的社会保障体系”的战略决策，我国将推进社会福利模式由“补缺型”向“适度普惠型”转变。这意味着普遍性社会福利模式对我国来说可能是现实和未来更为合适的选择。针对我国社会福利模式发展的状况，探讨适度普惠型模式理论与实践的可行性，从而推进社会福利模式向适度普惠型福利模式转变，对于构建具有中国特色适度普惠型社会福利模式具有重大的意义。

On the Construction of Moderate Generalized Welfare Society in China

The Sixth Plenary Session of Sixteenth Central Committee of Chinese Communist Party proposed the strategic decision of establishing a social security system that covers urban and rural residents, China will promote the transformation of social welfare mode from complementary to moderate generalized one, which means the generalized social welfare is probably a better option for China in current situation and in the future. Aiming at the current status of domestic social welfare development, the discussion and exploration of the feasibility of the moderate generalized mode in theoretical and practical perspectives that can promote the transformation of social welfare mode and has significant meaning for moderate generalized welfare construction with Chinese characteristics.
