层次分析方法:演进、不足与启示——一种基于欧盟多层治理的反思

作为国际关系研究领域一种科学、实用、有效的方法,层次分析在半个世纪以来不断得到发展。在回顾该研究方法及其演进的基础上,本文通过新近出现的欧盟多层治理案例对层次分析方法进行了反思。尽管多层治理理论与实践具有显著的欧洲一体化和地区治理背景,但却反映出全球化时代地区政治和国际关系发展的某些普遍规律,从方法论的角度来看,这也为层次分析的推进和运用提供了许多启示,例如分析层次的扩展、跨层次的灵活互动、建构理论方法的均衡适用等等。
