Each person,as a citizen,has a right of access to utility supply that is reasonable,non-discriminated and economical affordable,and especially,the citizens with low incomes or otherwise disadvantaged should be entitled to a minimum standard of service and do not need to bear unreasonable burden in privatization reform.The UK government has set out a program of social actions to combat fuel and water poverty and assisted vulnerable groups in water supply and water charitable trusts.
