| 摘 要： | 以党支部为核心的村级班子 ,在发展农村市场经济、推进村民自治中较好地发挥了职能作用 ,但仍存在明显的“越位”与“缺位” ,其原因既有村班子自身的缺陷 ,又有外部环境因素的制约。提高村班子工作效能 ,克服“越位”与“缺位” ,必须全方位着手 ,多方面加强。

| Abstract: | The village leading group,made the core of village party branch,plays the active duty's part in developing market econony and driving the villager autonomy,but there is a problem of its exceeding its authority and neglecting its duty the reasons of which consist of its shortcomings and the restrictions of the external factors.It is as a whole to overcome the problem and enhance the village leading group's working efficacy. |
