摘    要:高级人才跨国和跨境流动呈现日趋频繁之势。文章从内部和外部驱动力入手,从心理契约和经济契约相结合的角度解释高级人才流动的原因,进而建立高级人才存量-流量模型,剖析高级人才流动的总量与结构,最后利用人才增值链理念,提出有效管理高级人才跨国和跨境流动的对策建议。

Abstract:The transnational flow of senior talents has become more frequent. This paper explains the reasons for the flow of senior talents starting from internal and external driving forces and the integration of psychological contract and economic contract so as to make stock-traffic model of senior talents and analyses the total amount and structure of its flow and finally puts forward the effective countermeasures to manage the transnational flow of senior talents by value added on talents.
