党的十六届四中全会《决定》首次提出的科学、民主、法治三位一体的执政方式,是中国共产党在80多年曲折历程中探索和掌握的执政三大法宝,明确而具体地回答了中国共产党在新的历史条件下“怎样执政、靠什么执政”这一重大而又现实的问题。三大法宝的提出,标志着党的执政理念的新突破,也是当前构建社会主义和谐社会的应有之义。坚持执政三大法宝,提高党的构建社会主义和谐社会的能力,提高党的依法执政能力是关键。
