| 摘 要： | 为了适应新形势和新任务的要求,如何解决传统体制下的政府责任缺位的困境,纠正政府责权关系的不对称,满足纳税人不断增加的服务要求等方面的问题是亟待研究的课题。文章从责任政府的涵义、责任形式及评价标准入手,分析了吉林省责任政府建设的现状与存在的问题,提出了吉林省建设责任政府的基本思想和具体思路,旨在为吉林省建设责任政府提供有益的帮助。
