| 摘 要： | 加强基层公安机关警营文化建设是广大民警的热切愿望，是提高广大民警综合素质的重要内容。警营文化建设是一项综合复杂的系统工程，为此，要从贯彻落实科学发展观的高度重视与谋划警营文化建设；要构建与健全警营文化建设的运作机制；公安机关领导在警营文化建设中要充分发挥决策指挥作用；要强化典型在警营文化建设中的示范作用；要积极倡导警察礼仪，提升基层民警的文化品味；要坚持队伍管理与警营文化建设相结合，培育团队精神；要把关注民警心理健康作为警营文化建设的重要内容；要引导基层民警树立“全警公关”的理念，处理好公众关系。
