| Abstract: | The civil aviation serves for the public. In the new period when the people, the wealth, the goods are in transported in large quantities, the actions which harass the civil aviation safety are happening continually, causing the passengers, the countries great damages, even causes bad influence internationally. The setting up of efficient administration methods according to these illegal actions is in urgent need. |
