| Abstract: | It is revealed by the mathematic models in this paper that the government's economic function plays a pivotal role both in prompting the emergence of the new forms of economic activities through institutional adjustment rather than the regulation and supervision on property rights,and ensuring the outcome of economic activities to reach the public expectancy by institutional stability. |
