基层群众工作创新探论

做好基层群众工作,其重点是保障和改善民生,要把它摆在各项工作的优先位置,努力满足人民群众在教育文化、劳动就业、社会保障、医疗卫生、住房等方面的根本需要;要突破的难点是培育现代公民,增强公民自主、自觉、自律、自为的时代意识,疏导社会心态,减少社会分歧,促进社会认同;其关键是构建基层群众工作体系,其中加强基层组织和活动场所建设是前提和基础,拓宽基层群众工作思路和途径、形成社会管理运行机制是核心和焦点;形成基层群众工作合力、建立社会管理新体制是根本和保障;同时,要改进基层群众工作方法,采取调查研究方法、一线工作方法、利益协调方法、协商沟通方法、心理调适方法等工作方法。

On the Innovation in Basic - level Mass Work

To do well the basic - level mass work,the key point is to ensure and improve people’s livelihood, make it prior to other works,and work hard to satisfy the people’s radical needs in education and culture,labor and employment,social security,medical care and health,housing,etc. ;the difficulties to overcome are to make modern citizens,strengthen their consciousness of self - determination,self - awareness,self - discipline,and self- serving,dredge social emotions,reduce social disputes,and promote social identification;and the critical thing is to build up the basic - level mass work system,among which the premise and foundation is to strengthen the grassroots organization and the construction of activity places,and the base and guarantee is to form a collective force for the basic - level mass work and establish a new system for social management. Meanwhile,we should improve the methods of basic - level mass work,and adopt effective working methods such as investigation and research,“first - line work”,interest coordination,negotiation and communication,and psychological adaptation, and so forth.
