南方冰雪灾害对政府应急管理的启示

2008年年初，我国南方地区遭受了50年罕见的冰雪灾害，社会生产、人民生活受到了巨大的冲击，政府应急管理经受了严峻挑战。这次冰雪灾害，一方面暴露出决策层缺乏忧患意识、民众缺乏应急能力、政府缺乏应急管理机制等一系列问题，另一方面也给加强政府应急管理带来了诸多有益启示，即在今后的工作中要加强对自然灾害经济学的专项研究，建立健全灾害预警机制，提高应急反应能力，并落实应急管理责任追究制。

The Snow-Ice Disaster Teaches the Government to Improve Emergency Management

The production and snow-ice storms in the early 2008 plagued eastern and southern China, bringing major losses to social people ＇ s life, and challenging the Government＇ s. emergency management. On the one hand the disaster made it exposed that faced with the disaster, policy-makers were not mindful of potential dangers, that the public were deficient in ability to meet emergencies and that the Government had not an effective emergency managenrent mechanism, but on the other hand the disaster gave us a lot of useful experiences to learn from. For the future, we should step up studies on natural disaster economics, establish and improve the disaster warning mechanism, enhance the emergency reaction capability and earnestly implement the responsibility system to improve emergency management.
