党代会代表提案制度的困境及出路

党代会代表提案制度从党的十六届四中全会提出至今八年还未真正落实,其主要原因,固然有缺乏自上而下的指导和督促,缺乏对党代会代表提案制度特殊性的研究等原因,但更深层次的原因却在于,我们对尊重和保障党员主体地位还缺乏应有的认识,还缺乏党的建设改革创新的紧迫感和责任感。亟需遵循党的十八大关于奋发有为、攻坚克难的精神状态的要求,积极推进这项对于发展党内民主有不容忽视意义的改革创新。

Predicaments and Extrications for the System of Proposal Submission by Party Congress Delegates

The system of proposal submission by Party congress delegates has never been truly implemented during the past 8 years after it was proposed in the Fourth Plenary Session of the Sixteenth Central Committee. There are indeed such reasons as the lack of guidance and press from above, and the lack of study of the particular- ity of the system of proposal submission by Party congress delegates. However, the deeper reasons lie in the insuffi- cient recognition to respect and safeguard the principal position of Party members, and the insufficient sense of ur- gency and responsibility for reform and innovation in Party building. There is an urgent need to follow the 18th Par- ty Congress＇ s requirement for a strenuous and intrepid spirit to actively enhance this reform and innovation that has indispensable significance for the development of intra-Party democracy.
