Misrahi, J.D., handles matters relating t o bioterrorism, quarantine, and the National Center for Infectious Diseases at the Centers for Disease Control and Prevention/ Agency for Toxic Substances and Disease Registry Branch, Public Health Division, Office of the General Counsel, U.S. Department of Health and Human Services. Before joining the CDC, he worked as a staff attorney with the U.S. Court of Appeals for the Eleventh Circuit and as an assistant corporation counsel for the New York City Law Department.;Gene W. Matthews, J.D., is the Legal Advisor to the Centers for Disease Control and Prevention in Atlanta and, as the manager of the legal staff, has handled a wide range of public health issues. His initial work at CDC coincided with the beginning of the AIDS epidemic. Currently, Mr. Matthews is leading the CDC's development of the Public Health Law Project designed to improve the understanding of the use of laws as tools of public health in the twenty-first century.;Paula L. Kocher, J.D., is Acting Legal Advisor for the Centers for Disease Control and Prevention/Agency for Toxic Substances and Disease Registry Branch, assisting in the management of legal office of sixteen attorneys and responsible for oversight of the work produced within the CDC Branch of the Office of General Counsel. Previously, she worked as a supervisory attorney in the Office of Regional Counsel for the U.S. Department of Health and Human Services and in the Atlanta regional office of the U.S. Department of Education.
