村级巡察工作存在的问题及对策研究

村级巡察是市县巡察工作进一步向基层的延伸,是开辟党内监督新路径的现实需要。由于对村干部监督存在各种困难,以及村级巡察本身还属于新生事物,目前村级巡察还存在职能定位不清晰、工作流程不明确、发现问题困难、开展工作不够规范、成果运用不足、出现赶进度现象等问题。为进一步推动村级巡察高质量发展,必须从明确功能定位、优化巡察流程与方式方法、强化巡察整改、适当购买社会服务等方面做好工作,增强村级巡察的内在生命力。

Problems with the Supervision on the Village Level and Corresponding Countermeasures

Supervision on the village level is an extension of supervision on the county level,a practical requirement of opening up new areas for supervision.Difficulties numerous,the supervision itself being new,problems appear as regard the vague definition of its functions,its working procedures,difficulty in discovering problems,irregularity in the process of supervision,the insufficient application of achievements,and cutting down the schedule,etc.For a high-quality development of this kind of supervision,efforts must be made from a clear definition of its function,optimization of supervision procedure and working methods,strengthening supervision and correction,appropriate purchase of social service so that its vitality can be maintained.
