江苏省农村义务教育经费使用存在的问题及保障对策

On the Use of Funds in Rural Compulsory Education of Jiangsu Province

Since the autumn of 2007,Jiangsu province has been implementing ＂two exemptions and one subsidy＂ for the rural compulsory education,that is,free tuition and books,and subsidy for living expenses of the boarders.Although the policy has achieved remarkable results,there are some isssues existing in the use of funds for rural compulsory education.Governments at all levels should clearly define the responsibility,invest in more money,improve the budget and final accounts preparation system,as well as strengthen the supervision over the use of funds and the management of schools,strictly forbid collecting fees disorderedly to improve the efficient use of funds for compulsory education and promote the healthy development of rural education.
