| 摘 要： | 联合国成立60多年来,其发展观经历了从数量型增长观、内源发展观、可持续发展观、发展文化观、综合发展观五个发展阶段,这是一个不断深化的过程。作为全球最大的政府间国际组织,联合国发展观有力地指导了世界各国的经济发展政策。中国的小康社会目标与联合国《千年发展目标》有许多相似之处,两者发展目标的实质都是以人为本的发展观。而中国创造性地提出科学发展观和构建和谐社会,对全面实现千年发展目标具有重大的现实意义。
