| 摘 要： | 人大代表议案的合理提出是代表素质提高的结果,人大代表议案的有效处理是发展社会主义民主的题中之意。本文在界定人大代表议案法理内涵的基础上,从人大代表议案的提出和处理两个层面,对改进人大代表议案工作进行探讨。
