美国政府伦理的历史演变及启示

《彭德尔顿法》是美国政府伦理建设由前正规化时期步入正规化时期的标志。由于行政思想的转变 ,正规化时期又分为行政中立、个体责任、个体和组织责任并重、结果取向和价值裁量等五个阶段。美国政府伦理的历史演变过程对我国行政伦理建设的启示在于 :应把行政伦理建设同国家公务员制度结合起来 ;处理好组织责任和个人责任的关系 ;解决好行政伦理建设的历史继承性问题。

The Evolving Process of American Government's Ethics and Its Inspirations

The promulgation of Pendleton Act marks the end of Former-normalization era and the beginning of Normalization Era of American government's ethics. Based on the changes of administrative thoughts, the normalization era are divided into five stages: Administrative Neutrality, Individual Responsibility, Responsibility of Laying Equal Stress on both Individuality and Organization, Result Orientation and Value Discretion. The evoling process of American Government's Ethics offers the following inspirations: integrating the administrative ethics and institution of public servant; successfully dealing with the relationship between individual responsibility and organizational responsibility; drawing lessons from the reform of administrative ethics in China and Foreign countries.
