| 摘 要： | 冷战时期苏联建造的核潜艇到20世纪90年代大部分已经达到或超过服役期，处理数以百计的退役核潜艇对俄罗斯而言是一项艰巨的任务。争取国际社会的支持，开展国际合作是俄解决该问题的必要条件。美国和日本在该问题上的对俄合作表现比较突出，对俄援助活动异同相伴，虽有变化但合作仍为主要趋势。

| Abstract: | The most of the Soviet nuclear submarines made in the period of the Cold War completed or surpassed their terms of military service in the 90's of the 20th century. It is a hard job for Russia to deal with a hundred of retired nuclear submarines. Drumming up support from international society and carrying out international cooperation are prerequisites for Russia to cope with the problem of the retired submarines. The US and Japan have shown an active attitude towards the cooperation with Russia in handling the problem. The activities of their aid to Russia have both similarities and differences; although changes exist, cooperation still is a main current. |
