论建设廉洁政府的现实障碍与路径选择

当前建设廉洁政府过程中所面临的现实障碍是:行政权力失范是贪污腐败的根本原因,思想观念变化是贪污腐败的主观因素,市场趋利行为是廉政建设的外在诱惑。打造廉洁政府的路径必须从自律和他律两个维度入手:一是多维度监督权力,规范行政管理行为;二是有计划控制成本,削减行政运行成本;三是加强党风廉政建设,提高防腐拒变能力。

On Realistic Obstacle and Route Choice on the Construction of Clean Government

In a process of the construction of clean government there exist such the realistic obstacles as the abnormality of administrative power which is the fundamental reason of corruption and degeneration,ideological change which is the subjective factor for clean government construction and the trend of benefit in a market which is the external temptation for it at present.The route of building it should concern such the two dimensions as self-discipline and heteronomy including multi-dimension supervision of power and standardization of administrative behavior,cost control in a planned way and reduction of administrative cost and the enhancement of both clean government construction of party style and capability of corruption-preventing and anti-degeneration.
