在当今世界知识经济化和当代中国市场经济化日益明确的态势下,贫困和落后仍是制约贵州经济发展的主要短板,但不论知识经济还是市场经济,其核心内容皆是能人经济和人才经济。当今的贵州人才问题存在着总量不足、机制不全、投入太低等一系列矛盾,是制约贵州实现同步小康的主要瓶颈。因此,贵州要想在短时间内冲出"经济洼地","人才高地"战略构建则是不可逾越的重要关口。

Strategic Construction of "Talent Highland" with "Economy Depression"Background in Guizhou

Poverty and backwardness is the main constraint in the economy development of Guizhou with the background of global knowledge economy and of market economy in China. The core of both knowledge economy and market economy is the talent. Such problems as the insufficiency in total amount, incompleteness of mechanisms and low investment still exist, which restrains the development of Guizhou. Therefore, it is of necessity to promote talent development in order to solve the issues in the relevant field.
