| 摘 要： | 随着劳动教养制度的废除,与之类似的收容教育的存废引起了学界的关注,亦多主张废除。违法行为矫正法的制定应考虑伦理与法律的关系。对吸毒人员的社区戒毒应有相应的配套措施,明确具体的责任主体,做到专业性与稳定性的统一。

| Abstract: | The abolition of the system of reeducation through labor has aroused the scholars＇ concerns over the similar system of detaining education, and it＇s widely agreed that detaining education should also be abolished. Making regulations on illegal behavior correction requires taking into account the relationship between ethics and law. Corresponding measures should be taken to support community drug rehabilitation for the addicts, and it＇ s necessary to clearly identify responsibility subjects and achieve the unity of professionalism and stability. |
