国有企业在深化改革中要效益求发展

国有企业的改革与脱困经过两年多的努力 ,取得了初步成效 ,但是 ,实现三年脱困目标仍不容乐观。云南省国有企业 1 999年的亏损面达 58 96% ,扭转这种局面关键是要在深化改革中要效益求发展。要从一些根本性问题入手 ,理顺国有资产所有权和经营权的关系 ,切实做到政企分开 ,并根据配置资源的主体变化 ,建立大市场、小政府的管理机制 ;要深入进行企业内部劳动、人事和分配制度改革 ,依法规范劳动关系和分配制度 ;当前 ,还要做好加强管理 ,减轻负担 ,从技术改革改造和技术创新中要效益的工作。

The Development of State-Owned Enterprises through Reform

Despite the progress made in the reform of state-owned enterprises, there are still some difficulties challenging the goal of casting off poverty within three years. In Yunnan, state-owned enterprises have been in deficit. (In 1999, the total deficit occupied 58.96%). The solution to the problems lies with the following measures: to rationalize the ownership and management of state-owned property; to ensure the separation of administration from management; to establish a reasonable management system according to resources allocation; to promote reform in labor, personnel and distribution; to improve managerial mode; and to encourage innovation.
