On Selecting and Promoting Young and Outstanding Cardres

We must select and promote to positions of leadership persons who have both ability and political integrity, in accordance with the principle that they should be revolutionary, young, well educated and professionally competent and build up a contingent of cardres who are highly competent and capable of shouldering important positions and enduring a variety of trials, which is an inevitable requirement for the Party to adapt to the new situation, to face the new challenge and advance the modernization of socialist construction in an all-round way. We must foster and select young and outstanding cardres by taking into account the whole strategic situation, bordening the range and channel, correctly dealing with all kinds of relationships and improving system construction.
