困境与进路:近十年来我国地方警务改革回顾及展望

为落实"二十公"会议精神和推进社会管理创新,近十年来我国地方公安机关积极推行警务改革并形成了压缩层级型和整合功能型两种改革模式。在多重因素作用下,改革举措因"水土不服"大多以失败告终。警务改革必须在充分关照我国警务运行时空基础上,坚持法制、科学、可行三原则,坚持"小步快跑式"的渐进型改革,将理论储备、顶层设计、现代警务理念的个体内化、规范体系科层细化、创新权力运作方式、建立警察问责制度、推进警务民主和警事社会化等作为警务改革的有效路径。

Dilemma and Way Out：A Retrospect of the Local Policing Reform in the Past Decade and Its Prospect

To implement the spirit of the 20th NPWM and promote the innovation for the social management,the local public security institutions have propelled actively policing reform and have formed two reform patterns,i.e.compressing hierarchy type and integrating function type in the past ten years.Owing to many factors,most reform measures have ended in failure just because they are not acclimatized.Based on the time-space of policing in our country,policing reform must stick to the three principles of legal institution,science and feasibility and the gradual reform through small steps to run.The individual internalization,the standard system hierarchical refinement,the innovation of power operation ways,the establishment of police accountability system,the promotion of police democracy and the socialization of the police affairs should be regarded as the paths of the policing reform.
