非传统安全视阈下的国家安全战略探析

冷战结束后,随着国际安全局势的变化和全球化进程的加快,非传统安全问题凸显,以维护国家主权、免受军事入侵为主导的传统安全视阈下的国家安全战略存在着明显的不适应。新时期的国家安全战略应具备价值理念的共存性、关注领域的广阔性、战略重心的多元化和战略举措的多样化特征;新时期的国家安全战略措施应建立在对国情与世情、传统安全与非传统安全综合考量的基础之上,明确国家安全战略目标与任务,注重国际合作,着重提升国家安全治理能力。

An Analysis of the National Security Strategy from the Perspective of Non-Traditional Security

After the Cold War,with the change of the international security situation and the acceleration of the process of globalization,non- traditional security issues have been highlighted.It is unsuited obviously for the national security strategy to safeguard national sovereignty against military invasion from the perspective of traditional security.The national security strategy should have the features of＂coexistence of values＂,＂broad areas of concern＂,＂diversity of strategic focus＂and＂diversify of strategic initiatives＂in the new era.In the new era,measures of national security strategy should be based on the integrated considerations about national circumstances and the world situation,traditional and non-traditional security to clear the objectives and tasks of national security strategy,focus on international cooperation and pay attention to enhancing the national security governance capabilities.
