Probe into the Change of the Nature of Private Right in Intellectual Property & the Coordination Mechanism between the Change and the Policy on Technical Innovation

Beginning with the change of traditional nature of private right displayed by intellectual property in the era of knowledge economy and growing nature of public law represented by intellectual property law , this thesis expounded that the coordination and cooperation between the policy on technical innovation and intellectual property became the essential way to inspire intellectual creation and technical innovation in 21st century, a time that intellectual property, an important element of production, acted as the driving force to the progress of social science and economic growth. The thesis probed into the coordination mechanism between the policies on technical innovation and intellectual property law in general. The particular researches were made in those aspects such as draft of science & technology (S&T) plan, program of S&T strategy, definition of achievements of S&T and ownership of the intellectual property resulted from them.
