| Abstract: | The meaning and the relations between the charging for discharging pollutants and the urban environmental comprehensive improvement are analyzed. It is indicated that charging for discharging pollutants is an important way to promote urban environmental comprehensive improvement, and strengthening the environment monitoring is also emphasized. |
