韩中建交二十一年——论充实、拓展韩中关系与学术交流的重要性

韩中建交以来,双边关系分别经历了"发展阶段"(1992~1998年)、"构建阶段"(1998~2003年)、"提升阶段"(2003~2008年)等三个历史过程。现在,两国关系已经开始进入"强化阶段",即"充实、拓展两国关系内涵阶段"。中国外交部韩半岛事务副代表徐步对韩中建交20年给予了积极的评价。他指出:"在过去二十年间,两国加强了政治互信和战略沟通,韩国是第一个承认中国的完整市场经济地位的国家,是中国主要的贸易伙伴。两国间人员往来十分频繁,在处理国际和区域问题时始终坚持相互沟通与合作的原则。"建交21年来,两国关系取得了飞跃发展,但在诸多领域仍存在矛盾、摩擦。因此,本文在回顾两国关系发展过程中的一些摩擦,并为消除两国关系未来发展障碍提供两点建议。

The 21 st Anniversary of the Establishment of Diplomatic Relations between ROK-China. The Importance of Reinforcing ROK-China Relations and Academic Communication

Since South Korea and China established diplomatic ties in 1992, relations between the two countries are now entering a stage of reinforcement （substantiality） after passing through the stages of development （ 1992 - 1998 ）, installation （ 1998 -2003 ） and promotion （2003 -2008 ）. Xu Bu, the deputy representative for Korean Peninsula affairs at the Chinese Ministry of Foreign Atqfairs, laid out positive remarks that ＂mutual political trust and strategic communication between the two countries has grown stronger over the past twenty years, during which South Korea became China＇s first major trade partner to acknowledge its status as a full market economy, enabling the two countries to maintain vibrant personal interchange as well as mutual cooperation on regional and international affairs. ＂ The question is how ＂mutual trust＂ can be built as a prerequisite to a ＂deeper strategic partnership＂, the two countries agreed to pursue at the summit meeting in June 2013. This article aims to analyze and summarize the different categories of friction the two countries have been exposed to over the past two decades and thereupon make a fundamental suggestion toward solidifying South Korea-China relations over the next two decades.
