美国矫正工作人员职业化建设的本土化思考

摘    要:改造与矫正是美国矫正机构行刑模式的主要内容。尽管美国与我国社会制度迥异,行刑模式也有区别,但其提高矫正工作人员职业化水平的做法和经验无疑值得我们借鉴和吸收。制约我国监狱警察职业化的因素主要是认识落后、法规保障不足、分类研究滞后。美国矫正工作人员建设在我国的本土化实现:建设监狱警察的职业制度体系;优化工作人员队伍,走特色的"精警之路";培养监狱警察共同的职业思维方式;优化监狱警察职业化建设的外部环境等等,都是我们不得不面临的课题。

Abstract:Reforming and rectifying are the main content of punishment mode of rectification department in USA. The social systems and the punishment modes in China and USA are different, but the ways and experiences which improve rectifier’s vocational level are worth using for reference and absorbing. The major factors that restrict prison police professionalizing of China are backward cognizance, inadequate law protection and behindhand classification research. Rectifier professionalizing construction of USA may be localized in China as following: establishing vocational system of prison police, optimizing staff team, cultivating the special most excellent police, developing the common vocational thinking ways of prison police, bettering the external surrounding of vocational construction of prison police and etc, which are the problems we have to face.
