韩国大企业集团改革的经验教训与借鉴

摘    要:韩国金大中政府上台执政后,根据大企业集团的特点及功过,对大企业集团进行了改革。改革的基本原则和主要举措是:提高经营透明度,逐步取消债务互保,改善财务结构,实行专业化经营。加强控股股东和经营者的责任。其核心是变非关联的多元化经营为专业化经营,使企业依靠自身提高经济效益,增强竞争力。韩国的经验教训对于我国落实党的十五届四中全会关于培育大企业集团的指示有一定借鉴意义。

The Reform in Korea's Large Enterprises:Its Lessons and Enlightment
Abstract:Following its rise to power, the Kim Daejung administration in South Korea began to reform the big enterprises and corporations according to their characteristics as well as their achievements and errors. The basic principles of the reform and the major measures taken are as follows: To promote the transparency of operation, to gradually abolish the practice of mutual guarantee of debts, to improve the financial structure, to institute a specialized operational mechanism, as well as to enhance company-share holders' and operators' sense of responsibility. Its key point is to turn non-related diversified operations into specialized operations so as to enable enterprises to increase their economic profits on their own, and thus to be more competitive. The South Korean experience has a clear implication for China in regard to its implementing the decision of the 4th Plenum of the 15th Congress of the CPC Central Committee to develop large enterprise groups.
